Without going too far in the weeds, pricing is different on steam in different markets. Games can be cheaper or have different content based on the region they were bought in.

That being said. I doubt the issue you are having is due to a region locked key. Start with basic stuff. Restart your pc, try to run steam as admin, try to run madmax.exe directly from the steam file as admin.
